Appendices to the Potomac Legion Bylaws

  1. Safety
    1. Safety is the responsibility of each and every member of the Potomac Legion. This includes not only firearms, but general camp safety.
    2. The Safety Standards of the Civil War Reenactor’s Liaison Committee will govern all activities of the Legion, except on Federal, State, or local government sites, where the standards of the particular site apply.
    3. It is the responsibility of the Legion commander at a particular event to make sure the activities are proceeding in an overall safe manner, and that normal and special safety rules are being observed.
    4. All individuals functioning as officers and NCO’s of the Legion at a particular event are charged with monitoring safety during the event, and reporting violations to the Legion commander.
    5. Individuals violating safety standards will be cautioned initially. Repeated unsafe behavior will result in the suspension from the event, at the discretion of the Legion commander for that event.
    6. Repeated and gross safety violations will be referred to the Legion Board of Directors for appropriate action.
  2. Authenticity Standards
    1. The guidelines for the basic Federal impression shall be found in the Standards for the Potomac Legion.
    2. The Standards shall be reviewed by a committee, appointed by the Board of Directors, at such times as deemed necessary by the Board.
    3. Revision to the Standards shall be based on a review of all available documentation, and with consideration of what reproductions items are available or might be custom made,
    4. The Legion impression for an event, if not specified by the event host, shall be determined by the Board. The Board shall endeavor to select an impression that closely aligns with the Legion’s basic impression.
    5. Members possessing special knowledge or documentation about a particular aspect of Civil War material culture or about a particular unit being portrayed are encouraged to bring this information to the attention of the Board, so that the overall impression may be improved.
  3. Code of Conduct
    1. All members of the Potomac Legion will conduct themselves in a manner that exhibits respect and honor for the men we seek to portray.
    2. Relations with within the Legion and with units and individuals outside the Legion are to be conducted in a courteous and respectful manner.
    3. During events, members are expected to conduct themselves in a period military manner, showing respect and courtesy for rank as prescribed by Army Regulations.
    4. Alcohol is not to be used during events when under arms. Excessive or illegal use of alcohol at a Legion event is prohibited.
    5. The use and possession of illegal drugs during a Legion event is prohibited.
    6. All Legion members will obey all laws and regulations of the jurisdiction an event is located in, as well as all site rules and regulations.
    7. An individual or unit whom, by gross or repeated violations, fails follow the Legion code of conduct will be referred to the Board of Directors for appropriate action.
  4. Military Structure
    1. The military structure of the Potomac Legion at events will be organized to reflect the historical circumstances of the event being portrayed, as well as period military practices. The guiding reference for period military practice shall be The Revised Regulations for the Army of the United States, 1861.
    2. For each Legion event, a military commander will be appointed by the Board of Directors from a list of interested individuals, taking into account their background and experience.
    3. The Legion military commander, as appointed by the Board for a particular event, will select subordinate officers and NCOs’ from a list of interested individuals. The names of those selected will be submitted to the Board for approval.
    4. Legion member units, attending a particular event, may be required to restructure their officer and NCO ranks, in conjunction with other member units, so as to present a historically accurate structure in each company. This may involve the reduction of rank on occasion.
    5. Artillery and Cavalry components of the Legion shall be structured in manner similar to the infantry, and in accordance with Army regulations and the tactics for their branch of service.
    6. Non-Legion units participating with the Legion will be governed by Legion practice, and individuals in those units included in the selection process for officers and NCOs’.
  5. Guest Policy
    1. Individuals or units wishing to temporarily with the Legion for a given event may do so upon invitation of a Legion member unit.
    2. Guest individuals or units must present proof of insurance or be carried on the rolls of a Legion member unit for purposes of insurance coverage in order to participate as a guest in Legion events.
    3. Individuals or units participating as guest in Legion activities must agree to be subject to the Legion field commander, be sufficiently well drilled, and substantially comply with Legion authenticity standards.
    4. All guest participating in Legion activities, are expected to camp with the Legion and be present at all formations, unless prior arrangements have been made.
  6. Event Selection
    1. The selection of Legion events shall be determined by a majority vote of member unit representatives at the annual business meeting.
    2. Representatives who are unsure of the intent of their unit, or have made other arrangements for a particular event (such as a Confederate portrayal), are expected to abstain from voting on that particular event.
    3. Upon selection of Legion events, the board will appoint an individual as point of contact for each event. These individuals will be responsible to maintain contact with both the event organizers and Legion member units.
    4. Upon selection of Legion events, member units are expected to support these events to the best of their ability.
    5. All Legion member units will appoint a contact person for Legion events. That person is to maintain contact with the event POC, and provide them with an updated participant count for their unit, as often as necessary.
    6. Legion member units will handle their own registration for each event, unless otherwise directed by the Legion Board.
